Do you need a permit? Usually not.
Under New Jersey's Uniform Construction Code (N.J.A.C. 5:23-2.7), replacing a window in the same opening of a one- or two-family home, without changing its size or framing, counts as ordinary maintenance. Enlarging an opening or adding a new one does need a permit from your town's construction office.
